Liang attended Bukit Panjang English School and Anderson Secondary School. He completed a diploma in civil engineering from Singapore Polytechnic in 1984. He subsequently obtained a Bachelor of Commerce with first-class honors from the University of Melbourne, where he earned accolades such as the National Australia Bank Scholarship and the Price Waterhouse Book Prize.
