A presidential election was held in Singapore on 28 August 1993. It was the first direct election of the President following 1991 constitutional amendments that made the office popularly elected for a six-year term. The incumbent, [[Wee Kim Wee]], who had been elected by Parliament in 1989, did not seek re-election.

The office is non-partisan; both candidates, [[Ong Teng Cheong]] and [[Chua Kim Yeow]], stood as independents after resigning from any prior party membership, and both were issued a Certificate of Eligibility and a community certificate. It remains the only Singapore presidential election to date contested by exactly two candidates.

[[Ong Teng Cheong]] won with 58.69% of the valid votes and was inaugurated on 1 September 1993 as the fifth President of Singapore and the first to be directly elected.

== Background ==

In January 1991 the Constitution was amended to provide for a popularly elected President serving a six-year term. The elected presidency gave the office custodial powers over the national reserves and key public-service appointments, exercised on the advice of the Council of Presidential Advisers. The President may withhold assent in defined areas, including changes to the investment powers of the Central Provident Fund Board, restraining orders under the Maintenance of Religious Harmony Act, continued detention under the Internal Security Act, and the refusal of investigations by the Corrupt Practices Investigation Bureau.

Eligibility is determined by the Presidential Elections Committee (PEC). Candidates must satisfy either a public-sector or a private-sector requirement, each with an automatic track (having held a designated senior public office, or the chairmanship or chief executive role of a company with at least S$100 million in paid-up capital) and a deliberative track, under which the PEC assesses whether a candidate's experience is equivalent.

Under transitional provisions, the outgoing President [[Wee Kim Wee]] had exercised the functions of an elected President as though he had been elected to the office.

== Candidates ==

Two candidates were issued a Certificate of Eligibility and contested the election:

== Nomination ==

Candidates required a Certificate of Eligibility from the PEC and an election deposit of S$18,000, three times that of a parliamentary candidate. Ong was supported by Prime Minister [[Goh Chok Tong]] and Senior Minister [[Lee Kuan Yew]]; one of his assentors was [[Halimah Yacob]], later the eighth President. Some Cabinet and PAP figures backed Chua, including Minister for Finance [[Richard Hu]] and OCBC Bank chairman [[Tony Tan]], later the seventh President.

Chua, a reluctant candidate, ran a minimal campaign over the ten-day period, appearing on television only twice and stating on polling day that Ong was the better candidate.

== Results ==

The Returning Officer declared [[Ong Teng Cheong]] elected with 58.69% of the valid votes at the Singapore Conference Hall. [[Chua Kim Yeow]] took 41.31%.

A parliamentary by-election was held in Marine Parade Group Representation Constituency on 19 December 1992. It was called by Prime Minister [[Goh Chok Tong]], the MP for the Marine Parade division, who vacated the four-member GRC to seek a fresh mandate and to bring in candidates of "ministerial calibre".

It was the only occasion on which a sitting Singaporean Prime Minister vacated his own constituency to stand at a by-election, creating the possibility that Goh could have lost the premiership within two years of taking office. It was also the first multi-cornered contest held inside a GRC. The People's Action Party (PAP) team was re-elected with 72.94% of the vote against three opposition parties.

== Background ==

At the time of the by-election, both Deputy Prime Ministers [[Ong Teng Cheong]] and [[Lee Hsien Loong]] were undergoing cancer treatment. Goh framed the by-election as an opportunity for political self-renewal. The incumbent PAP team of Goh, Othman bin Haron Eusofe and [[Matthias Yao]] stood again, with [[Lim Chee Onn]] replaced by [[Teo Chee Hean]], a former chief of the Republic of Singapore Navy making his electoral debut.

At the 1991 general election, Goh had said he would hold a by-election within 12 to 18 months to allow Workers' Party (WP) Secretary-General [[J. B. Jeyaretnam]] to contest, as Jeyaretnam's five-year disqualification from standing for election expired shortly after the 1991 polls. The WP ultimately did not contest the by-election after one of its candidates arrived late on Nomination Day, 9 December 1992.

The Singapore Democratic Party (SDP), then the largest opposition party with three seats, fielded a team led by [[Chee Soon Juan]], a National University of Singapore lecturer making his electoral debut.

== Aftermath ==

The PAP team was sworn in on 18 January 1993. [[Goh Chok Tong]] remained Prime Minister until 2004 and MP for Marine Parade until his retirement in 2020. [[Teo Chee Hean]], who made his debut at this by-election, was the last of the team to leave politics, retiring in 2025.

The NSP and SJP both forfeited their election deposits.

General elections were held in Singapore on 31 August 1991 to elect members of Parliament. They were the seventh general election since independence in 1965. Despite changes to electoral boundaries, this was the first general election since 1963 in which the number of parliamentary seats remained unchanged, at 81. It was the first election contested by [[Goh Chok Tong]] as Prime Minister, following his succession of [[Lee Kuan Yew]] in November 1990.

Voting was held in only 25 constituencies covering 40 seats; the other 11 constituencies, comprising 41 seats, went uncontested, with People's Action Party (PAP) candidates returned unopposed on Nomination Day. The PAP retained power with 77 of the 81 seats and 60.97% of the valid votes, then its lowest share since independence.

The opposition made historic gains, holding more than one seat for the first time since independence. The Workers' Party (WP) won Hougang SMC through [[Low Thia Khiang]], while the Singapore Democratic Party (SDP), led by [[Chiam See Tong]], retained Potong Pasir SMC and captured Nee Soon Central and Bukit Gombak SMCs. As of 2025, the 1991 election remains the only occasion on which no Non-Constituency Member of Parliament (NCMP) seats were offered since the scheme's creation in 1984, as the four elected opposition seats exceeded the minimum the scheme guarantees.

== Background ==

This was the inaugural election for Prime Minister [[Goh Chok Tong]], who had succeeded [[Lee Kuan Yew]] on 28 November 1990. Goh called a snap election three years into the parliamentary term to seek a fresh mandate, setting Parliament's shortest term to that point.

Several opposition parties adopted a "by-election strategy", contesting fewer than half the seats so that the PAP was returned to government on Nomination Day while voters in contested seats could register a protest vote without risking a change of government. Only 25 constituencies, comprising 40 seats, were contested.

== Electoral boundaries ==

Several Group Representation Constituencies (GRCs) were expanded from three-member to four-member teams, driven partly by the development of new towns. New GRCs created for the election were Ang Mo Kio, Kampong Glam, Tanjong Pagar and Thomson. Some existing single member constituencies (SMCs) were absorbed into GRCs.

== Results ==

The PAP's vote share fell to 60.97%, then its lowest since independence. The narrowest result was in Nee Soon Central, where the SDP's [[Cheo Chai Chen]] defeated [[Ng Pock Too]] by 0.66 points. [[Chiam See Tong]] took 69.64% in Potong Pasir, the highest share recorded by an opposition candidate in post-independence Singapore to that point. Five candidates forfeited their deposits. This was the last election to feature a walkover in an SMC.

== Aftermath ==

The opposition won four seats, its largest number since the 1963 election, and the PAP vote share fell for the third consecutive election. The SDP became the largest opposition party in Parliament with three seats. Three defeated incumbents were one-term MPs, including [[Seet Ai Mee]], the first woman to serve as an acting cabinet minister; only [[Tang Guan Seng]] returned at the 1997 election.

The WP's [[Low Thia Khiang]] won Hougang SMC, a seat the party would hold for decades. He later became WP Secretary-General, serving as leader from 2001 to 2018.

At a post-election press conference, [[Goh Chok Tong]] attributed the swing to his consultative governing style and pledged to re-evaluate it. Because four elected opposition seats exceeded the three-seat minimum the NCMP scheme guarantees, no NCMP seats were offered, the only such occasion since the scheme began in 1984.

In 1992, with both Deputy Prime Ministers [[Ong Teng Cheong]] and [[Lee Hsien Loong]] undergoing cancer treatment, Goh called a [[1992 Marine Parade by-election|by-election in Marine Parade GRC]], framing it as an opportunity for political self-renewal.

General elections were held in Singapore on 3 November 2001 to elect members of Parliament. They were the ninth general election since independence in 1965. The number of directly elected seats increased from 83 to 84 following adjustments to electoral boundaries.

The ruling People's Action Party (PAP) retained power, winning 82 of the 84 seats and 75.29% of the valid votes, its strongest showing since the 1980 election. With 55 seats uncontested on Nomination Day, the PAP was returned to government before polling for the third consecutive election. As of 2025 it remains the most recent general election in which the PAP was returned to power on Nomination Day.

The two elected opposition members were [[Chiam See Tong]] of the Singapore Democratic Alliance (SDA), who retained Potong Pasir SMC, and [[Low Thia Khiang]] of the Workers' Party (WP), who retained Hougang SMC. A Non-Constituency Member of Parliament (NCMP) seat was offered to [[Steve Chia]] of the SDA, the best-performing losing opposition candidate in Chua Chu Kang SMC; he accepted. Chia was the first NCMP since the scheme's introduction in 1984 not to be from the WP.

This was [[Goh Chok Tong]]'s last election as Prime Minister before he handed over to [[Lee Hsien Loong]] in 2004.

== Background ==

The PAP government had initially planned to hold the election in 2002, but brought it forward amid an economic slowdown linked to the lingering effects of the 1997 Asian financial crisis, the dot-com bubble and the early 2000s recession, conditions further worsened by the September 11 attacks. The 2001 election had the shortest campaign period in Singapore's history, 17 days from the release of the boundaries report to polling day. The election deposit was raised from S$8,000 to S$13,000.

A seat in Jalan Besar GRC had been vacated in 1999 following the conviction of PAP MP Choo Wee Khiang for cheating; no by-election was held, as a by-election can only be called in a GRC if all its seats are vacated.

=== Opposition parties ===

For the first time since 1963, a formal opposition coalition was formed: the Singapore Democratic Alliance (SDA), comprising the Singapore People's Party (SPP), the National Solidarity Party (NSP), the Pertubuhan Kebangsaan Melayu Singapura (PKMS) and the Singapore Justice Party (SJP), led by SPP Secretary-General [[Chiam See Tong]].

The Singapore Democratic Party (SDP) fielded 11 candidates across three constituencies, with Secretary-General [[Chee Soon Juan]] leading its team in the new Jurong GRC.

The Workers' Party contested only two constituencies, Hougang SMC and Nee Soon East SMC, after its proposed Aljunied GRC team was disqualified for submitting incomplete nomination papers and several other planned teams failed to appear at their nomination centres. Former NCMP [[J. B. Jeyaretnam]], who had lost his seat in July 2001 after being declared bankrupt, resigned from the party; [[Low Thia Khiang]] became Secretary-General.

== Electoral boundaries ==

The Electoral Boundaries Review Committee report was published on 17 October 2001. The 10th Parliament was to return 84 members across nine single member constituencies (SMCs), nine five-member GRCs and five six-member GRCs, with all previous four-member GRCs eliminated.

The election introduced Holland–Bukit Panjang GRC, Jurong GRC (restructured from most of the former Bukit Timah GRC) and Pasir Ris–Punggol GRC (renamed from Pasir Ris GRC and expanded with the Punggol and Sengkang areas from the dissolved Cheng San GRC). Bukit Timah GRC, Cheng San GRC and Kreta Ayer–Tanglin GRC were dissolved. Bukit Timah and Joo Chiat SMCs were reinstated.

== Results ==

The PAP secured 75.29% of the vote, its best performance since 1980. The election recorded the highest number of walkovers since 1968, with only 29 of 84 seats contested. Both opposition-held seats from 1997, Hougang and Potong Pasir, were retained but with reduced majorities, each below 55%.

Two candidates, Tan Kim Chuang and [[Tan Lead Shake]], forfeited their deposits. [[Tan Cheng Bock]] recorded the election's highest contested result, 87.96% in Ayer Rajah SMC.

During the campaign on 28 October, SDP leader [[Chee Soon Juan]] confronted Prime Minister [[Goh Chok Tong]] at a hawker centre in Hong Kah, using a megaphone to ask about loans extended by Singapore to Indonesia under President Suharto in the aftermath of the 1997 Asian financial crisis. [[Goh Chok Tong]] and [[Lee Kuan Yew]] filed defamation suits against Chee shortly after the election. Chee lost the suit in 2002 and his appeals in 2003, and was ordered to pay damages of S$300,000 to Goh and S$200,000 to Lee. He was declared bankrupt on 10 February 2006, rendering him ineligible to contest that year's election, and returned to electoral politics in 2015 after being discharged from bankruptcy in 2012.

General elections were held in Singapore on 2 January 1997 to elect members of Parliament. They were the eighth general election since independence in 1965. The number of directly elected seats increased from 81 to 83 following adjustments to electoral boundaries.

The ruling People's Action Party (PAP) retained power, winning 81 of the 83 seats and 64.98% of the valid votes. It was the first election under Prime Minister [[Goh Chok Tong]] in which the PAP increased its popular vote share since the 1980 election. With 47 seats uncontested on Nomination Day, the PAP was returned to government before polling for the second consecutive election.

The two elected opposition members were [[Chiam See Tong]] of the Singapore People's Party (SPP), who retained Potong Pasir SMC, and [[Low Thia Khiang]] of the Workers' Party (WP), who retained Hougang SMC. A Non-Constituency Member of Parliament (NCMP) seat was offered to the WP team in [[Cheng San Group Representation Constituency|Cheng San GRC]] as the best-performing losing opposition team; the party nominated its Secretary-General [[J. B. Jeyaretnam]], returning him to Parliament for the first time since 1986.

== Background ==

The election was [[Goh Chok Tong]]'s first as Prime Minister in which he sought a stronger mandate, following the PAP's relatively weaker showing in 1991, when its vote share had fallen to 61.0% and the opposition held four seats in the 8th Parliament.

At dissolution, two PAP seats in Eunos and Toa Payoh GRCs were vacant following the death of Tay Eng Soon and the resignation of former Deputy Prime Minister [[Ong Teng Cheong]], who stepped down to contest the 1993 presidential election; neither GRC held a by-election. The size of Group Representation Constituencies (GRCs) was expanded from four members to between four and six.

In 1993 the Singapore Democratic Party (SDP) experienced an internal conflict when its founder and Potong Pasir MP [[Chiam See Tong]] clashed with the party's Central Executive Committee, which included [[Chee Soon Juan]] and chairman [[Ling How Doong]]. Chiam resigned as Secretary-General, remained in the party for a time while contesting an attempted expulsion through the courts, and left in 1996 shortly before the general election to join the Singapore People's Party (SPP), a splinter group formed in 1994 by members who backed him.

== Nominations and campaigning ==

At the close of nominations, 122 candidates were fielded. The PAP was returned to government on Nomination Day for the third time overall, with 47 seats uncontested. These included Tampines GRC, where the National Solidarity Party (NSP) team was disqualified after one candidate was found to have been struck off the electoral roll for failing to vote in 1991.

During the campaign, [[Tang Liang Hong]], who stood on the Workers' Party ticket alongside Secretary-General [[J. B. Jeyaretnam]] in Cheng San GRC, was accused by the PAP of being an anti-Christian Chinese chauvinist, which became a major issue of the campaign.

On Polling Day, [[Goh Chok Tong]], [[Tony Tan]] and [[Lee Hsien Loong]] were present within the precincts of polling stations in Cheng San GRC although they were not candidates in the constituency. The WP lodged police complaints alleging breaches of the Parliamentary Elections Act; the Public Prosecutor, on the advice of Attorney-General [[Chan Sek Keong]], found that no offence had been disclosed. == Results ==

The voter turnout in contested constituencies was 95.91%, the highest recorded in Singapore's electoral history to that point. The PAP reversed its electoral decline of the previous four elections with a 4.01-point increase in its vote share, regaining Bukit Gombak and Nee Soon Central, which the opposition had won in 1991. The SDP, weakened by Chiam's departure to the SPP, lost all its seats.
